Windows 7 gpedit bypass

Wanting to know where in Win 7 Home Premium i can find the policy to disable

"Always wait for the network at computer startup and logon"

Since gpedit.msc is not in home premium im unsure of what registry key it is to go in and disable it. Trying to speed up my logon time as it seems to have gotten sluggish and want to narrow it down.
 
Try to find:
HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows NT\CurrentVersion\Winlogon

Edit DWORD "SyncForegroundPolicy" and set it to 0. See if that gives you the result you are looking for.
