What about that $15/h minimum wage ordinance?
Unfortunately I live out in the suburbs.. But if it's passed for the whole state:
I really feel that you can't charge that much for components that are plug n play. I might be pulling a few "clients" in soon but that's it.
For basic building, I believe $25 or so for assembly is the right price. But I know literally nothing. I've built one computer (and a half lol) and refurbished 3.

In pretty much any suburban environment, you can live quite well if you know how to organize your business model effectively.
People who don't know what they're doing will pay huge amounts to get their pictures back or whatever... then you've got people who are incredibly resistant to change, so if you can restore it back to XP and reinstall the adware after a hardware failure for some cynic, that person is probably out there willing to shell it out.
Not to say take advantage of these people, but they exist... and it produces an industry.
