recommend some free VPN for windows PC?

You already have access to basic PPTP and L2TP built into Windows which is free, or you can download OpenVPN like Beers suggested.

OpenVPN is software, not a service.

Free VPN services are often avoided since it's impossible for you to prove what they may be capturing or logging. This is different from open source software that you'd run on a PC or similar that you manage to connect remotely.
