I just bought the zalman 9500 and arctic silver 5. I just wanted to know how long does it usually take for it to take real effect? cuz right now its only 2 degrees lower then wut it was with the x2 4800+ stock fan

When you start some intense gaming or running other large apps the then loaded cpu should see cooler temps at that point. When a Katana model HSF with a 92cm fan went on an older Socket A board the high temps when loaded wth the stock suddenly dropped from a high 61C to 39C idle. That was when the thermal pad(preformed paste) that came with the stock started giving out. With a new build like yours the idle will probably stay close for some time. It's when you start cranking things up you'll see the difference.

under load its still in the high 40's max at 50 is this normal for the second day with the new fan?
When loading any cpu the temps will climb slightly over the optimum operating norm for idle. The more processing power the cpu offers the higher the idle by itself will be. The 50C with load is within the max temp limits seen on AMD's specification chart. http://www.amdcompare.com/us-en/desktop/details.aspx?opn=ADA4800DAA6CD But you will still want to keep an eye on that to see if they climb from there after a look at the chart.
