PSU help?

Hey all:
I thought that a screeching sound was coming from my graphics card, but recently I got an Arctic silencer ATI 4 rev. 2, and the sound hasn't stopped. So I put my ear next to the power supply and around elsewere, and I discovered it is coming from there. Everytime it processes a frame, it makes the noise. So on 3dmark05 (CPU tests) it makes a noise every frame, but on normal games, it makes the noise constantly. I was thinking it doesn't have enough power, (Antec Smartpower 400w), but it has 29A combined on the 12V rails.

If I were you, i'd get a new PSU; sounds, smell, heat are sings of PSU getting old, or mabe not giving enough power. The Enermax PSU are very good, super quality, you could consider replacing your current PSU with a Enermax PSU.

Antec TruePower is a nice series. The original NeoPower was great, I've heard some bad things about the NeoPowerHE, but only in select cases.
 
Is there a chance that I could just RMA it? or is it a problem with my power supply not being powerful enough. I'm kinda tight on money, but I have to keep this computer running. Any thoughts? I can't really RMA it, because that would take a long time, too much time. I don't have any spares around either. I might be able to put ~$60 into a new one, could I sell my old one? is it pretty much shot? I just have been putting a lot into my computer lately.
 
Here's what I just sent Antec.

For the past month or two, my power supply has been screeching when I am doing anything intensive. For example, during a benchmark (or game) when it has a good amount of frames per second, it screeches contiuously, but if it is just 5 or so frames per second (any time you can distinguish between frames) it screeches just as each new frame is shown.

Lately, however, it has been screeching even when I am looking at, say, pictures on a Xanga site. Every time I scroll (and the pictures move) it screeches just until it stops moving. My computer specs are as follows: Pentium D 820, Intel D945PSN motherboard, 1 GB dual channel Corsair XMS DDR2667 memory, a Maxtor IDE 160GB hard drive, a Western Digital 250GB SATA2 hard drive, a IDE raid card, a Creative Labs Sound Blaster Audigy 2 ZS Platinum, a X850XT, 2 120mm fans, 1 92mm fan (CPU cooler), 1 80mm fan, 1 72mm fan (graphics card cooler), and a floppy drive running off of the Antec Smartpower 400w Power supply. The only mechanical parts that could screech inside any supply would be the fans for intake and heat exhaust. When you push the rpm up while gaming or any other demanding app the fan controller speeds them up where wear on one of them could be what you are hearing. Also dust and dirt buildup will see a fan bind in a supply as well as case and cpu cooling.

An Antec True Power 430w has run quiet and stable for two years now. In a new build a friend found his Antec TP 480 with dual intake and exhaust fans a
surprisingly quiet item to have. Enermax is also one of the best brands.
 
The thing is it only screeches when a frame is put out. for instance, in the CPU test on 3dmark06, I only get max 4 fps, so each time a frame is put out, it screeches for the instant it is, then stops instantly. A fan problem would be continuous screeching, not just once per frame.
