Overclocking Jargon

It's all in the BIOS. With a gigabyte board you have to press CTRL+F1 on the main page to get the 'advanced' settings. Slower timings = slower ram, lower timings are faster. ie. 5-5-5-12 is slower than 4-4-4-12
 
Will lowering the timings consume more heat , and does it have the potential to damage your RAM?

There are 4 digits on the timings, does the last one always have to be 12?

One more question, should I get:


*E6600 + 1 GB RAM 800Mhz +7600 GT
-OR-
*E6400 + 2 GB 800Mhz RAM +7600 GT?

I plan to run VISTA...
