The problem is that my desktop turns on, fan starts running and all but the monitor is stuck in power saver mode, I've tried restarting the pc, putting ram in and out, reconnecting all the cables and I also tried putting two other cpu fans on because I saw that whenever I turned the pc on the cpu fan would start moving then a few seconds later would stop, so I thought the fan was broke and the pc was overheating thus why it was entering power saving mode but when I ttied the other two fans the same thing happened so Im not sure if it's the cpu fan connector or something else, help would be appreciated
 
I've tried 2 different monitors on the pc, same thing happens,I was also wondering if it could have something to do with the graphics? It has built in Nvidia graphic
 
If you don't have the clr cmos motherboard jumper then what you need to do is, unplug power from power supply, remove cmos battery, press and hold power button on case for 10 seconds then wait 10 minutes. Then reinsert battery and reconnect power and try booting up.

There was a jumper labeled clear cmos and another clear pwd so I moved the clear cmos jumper to the other pin waited 10 seconds and moved it back then plugged pc back in and started it up and when I turned monitor on it still said 'power Saving mode'
 
Try it the other way I suggested too. Also, does it seem like the hard drive is spinning up and actually trying to boot into windows? Are you getting the flashing hdd activity light? If so, the video chipset may have died on you. What motherboard do you have? Might have to try a dedicated video card.

I took out the cMos battery then held power button for around 20 seconds and then put battery back in, started up and monitor still sade it was in power saving mode, I'm also pretty sure the hdd is running but im not 100 percent certain, Also on the little hole on the top of the hdd there is no light so could it be a problem with that then ?
 
No light on the HDD? HDD's don't have lights.

I'll try resetting bios again then, mobo is a ms 7548 the pc is quit older I forget how old though, it also has a different psu in it then it did when it was stock,because it was bought pre built and not custom made, cpu is a phenom x4, 4x2 gb sticks of ram And a Hitachi hdd, and yeah mobo is in correctly
 
So is this basically an HP computer? Definitely sounds like a motherboard issue. At this point, not even sure if a dedicated video card would make a difference. You can try unplugging all hardware not needed to boot like mouse, keyboard, any usb devices. Any new hardware added lately?

Psu was added just a little while ago, it is a hp computer I'm doing the cmos reset properly again and after if it doesn't work I'll unplug mouse and keyboard and see if anything happens
 
Give me the make and model number of the psu. If it was a cheap unit, it may have ruined your system.
 
Yeah, thats not a good unit. Only capable of 360 watts on the 12 volt rail. But still should be enough to power your system but with it being a cheap unit, I can't say that it hasn't damaged your system. Might want to try a different power supply? Why was the psu replaced anyway?

It was a 550 watt compared to the old 300 watt it had and I wanted to run a decent gpu on it, same problem did occur with the old psu though
 
Well, you were never gonna run a decent gpu in it with it only having 360 watts on the 12volt rails. If you had the same issue with it not starting with the old psu then then something is wrong with the motherboard or you have a short somewhere. Might want to try taking the motherboard out of the case and put it on a piece of cardboard and hook it up that way and see if it starts.
