WIndows 10 MinisForum PC Stuck In BIOS Loop

So do this. Remove both the hard drive and the M.2 drive and see if hirens boots successfully. If it does then you know its an issue with one of the drives in your system. Then its just a matter of installing one at a time to determine what drive is at fault.

I first thought to remove the misc. USB attachments that I had reattached after trying to reinstall W10. When I did this and restarted PC, it finished the W10 installation.... Super weird.

It installed completely and I wanted to restart the PC to make sure it would boot normal again. It booted back to BIOS once again. Since W10 installed completely, I now can perform a system restore from today. That did nothing.

I am now going to try and remove the HDD & SSD and boot with Hiren's like you said.

With both HDD & SSD removed, its not recognizing the USB now and still boots into BIOS.
 
It looks as though you haven't set the boot order properly - it isn't seeing the USB, change the boot order in the BIOS so that the USB is priority. Once you get it booting off the USB, you can then power down and reconnect the drives and test. If necessary take a photograph with your mobile phone of the BIOS screen and update

Ok. There are multiple USB startup options. Is there a specific one that I should be using?

Booting off the USB key is correct, so it should work. I would try reformatting Hirens again using NTFS and see if it makes any difference or if that doesn't work try FAT32 option instead

I also found this on the web so try this as well if the above fails
  1. Restart your PC.
  2. Enter Aptio Utility settings (this is your BIOS)
  3. Select Security.
  4. Select Secure boot.
  5. Choose ”Disable Secure boot”.
  6. Save and exit.
  7. Now, this won’t resolve the boot halt, so restart your PC once more and wait for it to load Aptio Utility settings again.
  8. Open the ”Boot” section.
  9. Navigate to both Secure boot and Fast boot and disable them respectively.
  10. From the same menu, enable CSM and save changes.
  11. Restart your PC and try and boot from hirens

ok, the issue is resolved.

I got windows to boot up normal by loading it onto my HDD since the SSD was not showing up, but once I inspected Disk Manager, I noticed that the SSD was not populating. I swapped out the drive and voila! We are in business!

I still am not sure how the SSD got corrupted though.
