Ivy Bridge VS Sandy Bridge?

But I don't want the temps every going over 70 for any reason, and thats an issue;

With water cooling I doubt it would, but with that said there's absolutely nothing wrong with it going over 70 either ;)

You need ivy for 3.0 support otherwise you will bottleneck a gtx670, so that kinda ends this debate anyway.
 
the max temp for ivy bridge is 105c according to intel spec sheet that came in the box. im clocked at 4.6Ghz with an i7 3770k, and with the antec khuler 920, using intel burn test, it can get into the mid 80's, but thats fine, since thats the ONLY program that will get it that hot. in games, i only get up to maybe mid 60's. dont worry about temps. you will be fine if you want to overclock on ivy bridge. great cpu's
