cause of it, is that you don't have enough RAM to use, and the Hard disk is almost full I think, so that the Adobe Photoshop can't use the computer resouces as required, so it couldn't lunch.
Go to my computer, right click propterties, then advanced, and go to the page file to increase your page file, the page file system size tat you can use if the amount of Ram *1.5
