Email won't send, using Outlook 2003, please help

Thanks STARS, I will call Verizon today. I could not understand your instructions using telnet. The only thing I did was go to run and typed in cmd and then help and it brought up my list of commands. In that list, I did not see anythning that said telnet or smtp.
 
Called Verizon and I am not blocked. The last couple of days, my email sends are still getting stuck but if I shut down Outlook and open it back up it will send the email. I am happy it works this way but it is kind of a pain when your busy. With this new information, would anyone have any new ideas as to what is the problem? Thank you. Frank
