Don't overclock your processor with a stock Intel HSF. That's a big no-no.

It's new, RMA it with either the vendor you bought it from or the company that manufactured the card

Asus- It's an Asus Nvidia 650, but I've fixed it!- The noise only occurred when I didn't turn my monitor on- So I think the graphics card was trying to look for a signal but couldn't so its fan just made that noise!

That doesn't really make sense. If your temperature are fine though and it's quiet then oh well I guess.
