ATI processor nearly smoking

I have an ATI chip getting hot, I'm testing the laptop without a HDD so it only gets to post screen but anyway it gets to around 70 degrees to hot to hold your finger on the heatsink, I don't think it's normal as wouldn't it get way hotter when it's under a lot of load? Like gaming.

What exact model of laptop is it and serial number? How old is this thing? I don't think ATI made cpus. Graphics processors yes but but not cpus. It's been AMD and Intel for years. Those numbers didn't come up in any online search.

My roommate had a similar one to that at the time.

We couldn't reinstall windows without putting the laptop in the fridge because it didn't have the driver to throttle performance and would overheat before installation could complete.

You can try repasting it but outside from that not really much you can do.
