AMD CCC - Will Not Start

Been having this headache inducing problem since yesterday and have spent hours trying to resolve it. So I was playing San Andreas and decided that the HD mod I was using could benefit from some forced AA via CCC (Catalyst Control Center). As always I right click on desktop and select the program from the context menu only to receive this message :

"AMD Catalyst Control Center cannot be started. There are currently no settings that can be configured using AMD Catalyst Control Center". :eek:

I was very frustrated and confused. I had used CCC not to long before that and haven't changed drivers or done anything unusual since. :confused: So naturally I did a clean install and reinstall following these steps :

1) Uninstalling all AMD related software using official CCC installer app.
2) Deleted folders in program files and program files x86.
3) Reboot into safemode and uninstall Radeon drivers and checking the "delete all software" box also.
4) Used a registry editing program to search and delete any left over keys. Also did a search in official windows reg editor.
5) Used 3rd party app to fix any registry problems.
6) Rebooted into normal mode.
7) Reinstalled AMD driver 13.9
8) Reboot again.

All this to get the same damn shit message! I tried this multiple times and with 13.11 beta drivers also. Additionally I've tried using driver sweeper and manually deleting all Catalyst software using CCleaner instead of the official installer/uninstaller to no avail. At one point during the multitude of reboots and reinstalls my computer would boot into a black screen and I had to go into safemode and restore a save point. Another time it froze at the Windows logo. Now I get a normal boot but I've come full circle and still haven't gotten CCC to launch. In the past going registry deep and hunting down left over keys has always fixed such problems. Please help me out! You'll be my god!

System : Radeon 6870 HD & Windows 7 Ultimate edition (64bit)

Catalyst Control Center will not load without Microsoft Net Framework installed. You may have hosed the install by now but see if Net Framework is installed and if its not, then install it and then try reinstalling drivers and software.

I've had that installed the entire time. Also the installer includes a mandatory install of Net Framework anyways.

What version of net framework do you have installed most common is 2.0, but newest is 4.5.1

Have you tried downloading the AMD drivers from another source in case it is a bad file ?

Also have you tried using the AMD catalyst removal tool http://sites.amd.com/us/game/downloads/Pages/catalyst-uninstall-utility.aspx

I have all versions including the lastest. Some are built into Windows 7 and don't require installing manually such as 2 and 3. Another source? This is from AMD.com, legit as it gets. Yes I have tried that tool, same message everytime.
 
It seems that Catalyst software does not show up in list of installed programs anymore. So it must be an install error rather than a launch error.
 
You really need to be careful of those registry cleaner programs. Most of the time they cause more harm then good. It really sounds like you need to do a fresh install of windows. If a reinstall of the driver software doesn't work then something has been pooched up, unfortunately.

I've used them countless times in the past and they have helped solve install issues. Really? Fresh install can't be my only option :(. I installed the driver just fine and was able to use CCC version 13.9. Then without using driver sweeper or changing any drivers whatsoever it just decides to not install anymore. The rest of the driver software installs fine and I can overclock, play games etc. There must be an alternative to reinstalling Windows!
