Its still the same with addressing memory. In SP1 it just lets windows show how much ram is installed. It still has the barrier all 32bit OS do. It just shows how much physical memory is installed. http://support.microsoft.com/kb/946003
With SP1, Windows Vista will report the amount of system memory installed rather than report the amount of system memory available to the OS. Therefore 32-bit systems equipped with 4GB of RAM will report all 4GB in many places throughout the OS, such as the System Control Panel. However, this behavior is dependent on having a compatible BIOS, so not all users may notice this change.
Is your bios just showing 3.5 when your booting? On a Intel dont you have to enable Memory remapping in the bios with 4gbs or more installed for windows to see it.

As Microsoft writes, it depends on how your bios reports to the world around what it finds. Does it matter that much, since they didn't change how much ram you can use, and probably never will
