1. Yes, that's the full version, don't get much fuller than that

2. Well, you could always give linux a go - http://www.ubuntu.com/ it's free, so you can't really complain at that. Other than that there isn't really a cheaper version of XP.

I would go with XP MCE, it's not much more but has a ton more features, and you can upgrade for free (plus S&H) to Windows Vista Home Premium.

thats about as cheap as it goes for new. some semi-shadey places have it for $50. give linux a try.
