Wireless USB adapters

USB wireless addaptors don't strengthen your wireless signal. They are totally different than your internal card(assuming the machine has another one)

And you can get on other's network with any wifi card, however, that's illegal(well, I hear it both ways...)
 
It's just a wireless adapter. Not different from any other adapter. What you have to do is boost the signal from the router, via stronger antennas if possible.
 
Some USB addaptors are more powerful than internal ones. I know my previous "pen" addaptor was quite powerful. And we have a desktop one at home which is MUCH better than my internal card on my laptop. However, it doesn't add to your current card.

But yes, as Computerhakk said, better antennas would be the best option.
