Windows 7 upgrade crashed. Help

I was attempting to upgrade a Dell Inspirion 4000 from XP to 7. I bought this at a garage sale and am planning on giving it to my 13 year old niece who's parents can't afford to get her one. The upgrade failed then it failed when it tried to go back to XP. Now, it pops up with the error message:

Windows could not start because the following file is missing or corrupt:
<Windows root>\system32\hal.dll.

Any help would be appreciated. I can get to the DOS prompt but don't know how to fix this file.

According to a website i just looked at, that laptop was shipped with windows 98. You will not be able to put windows 7 on it. You will need to wipe the drive and install xp. Or better yet get a better laptop for her as it only has pentium 3 750 mhz processor in it.
 
It's not an ideal machine for Windows 7 anyway, too old. You can much better systems for not a lot of money.
