Why is my Internet so slow?

I have been suffering from internet problems as long as I can remember in this house.

Numerous issues include.

1. Random disconnects.
2. Page will simply not load, just sits there. Click it again and it does it immediately.
3. Videos load incredibly slowly, I have to wait and buffer on 240p and 360p videos on youtube. This is ridiculous.
4. Internet games suffer from ping issues.
5. Slow downloads on my old computer, this computer, and my iPod Touch over wifi.
6. Slow streaming on our BluRay player for netflix
7. Just general slowness across the whole network.

Part of the problem is that my dad is to cheap to pay for faster internet. This is what I have.

I've been putting up with this for several years and am really getting sick of waiting 2 mins to load a 20 second video.

I'm not expecting the fastest in the world, but I would like to be able to watch a video without having to pause to buffer constantly. Smooth, reliable pings, would also be nice.

I'd like to point out that when my internet works the way it should, I have no trouble watching videos and I can download things at around 275 - 350 kbps. But it only works the way it should what seems like less than half the time.

We have a Belkin G modem, and old speedstream modem that I've never heard of before. I use a Belkin Wireless G USB Adapter, on both this computer and my old one.

Suggetions?

Sorry for the wall of text and thanks for any responses you may have.

idk but i know they have the lynksis e3000 dual band modem for like 66 recertified on newegg and the e2000 for like 20 or 30, that might help i think, but you know i'm just spitballing here

Have you tried rebooting your modem and router? Try connecting straight to the modem and see if things improve, if they do, then the router is the issue.

How would I connect straight to the modem? Ethernet cable?

I've tried rebooting both numerous times, and it sometimes seems to help for a little while, but not long.

have you ever updated the router, i think my dad said once he downloaded a new update or something, then unplugged and and updated it then put it back in and it helped some, i'm not too sure on that but i think i remember him saying he did that.
