Why is black color often poorly encoded in compressed videos

Hi,

I am curious why is pure black or nearly pure black color in movies and video clips (in situations such as dark tunnels or at night) poorly encoded in compressed formats? It does happen in HD and FULL HD formats too.

No other color seems to create artifacts, only in very dark spots there often appear maps of random artifacts resulting from poor encoding of video compression.

How does that happen and why does it happen only with black color.
 
What's your source? Which format are you encoding to? What's the bitrate? Which program are you using?
 
You are more likely to see the artifacts on a pure black portion of the video than any other thats just because pure black is going to show them up more than say a mixture of colours where the eye finds it more difficult to see them
