When Installing a PSU

hey guys when i finished installin all the 6 pins cable to the PSU, i said to myself oh im goin to connect the 6 pin pci-e cable to the psu and leave it hangin until i buy the video card . but when i do that and i turn the PC ON , it wont turn on . then i go like oh maybe is the pci e cable that is not connected to a video card . then i took it off and the pc turned on.

Its that normal?

So does it never work when plugged in?

when i plugged the pci-e cable to the psu the pc didnt want to turn on, then i took it off and it did . i guess u cant leave the cable connected to the psu without been connected to a graphic card.

I have two pci-e power cables dangeling around and my comp boots...
