What will be better, please?

Hello!
I’m pretty new in this stuff, so I’ll be very glad for any help.
I’ve got not really big network, 37 PCs, storage with total capacity 30TB (HP HDDs). My object is to optimize internal data transfer (properly photo and video files) and provide robust backup and business continuity. What is the best way to do that? We’re using Windows. My budget is not really big.

On other communities folk suggested to me to take a look at openfiler and datacore too. What will you say about that?
 
katkaif, what are you talking about - Datacore or openfiler? Bellieve me, if they were good, I would surely suggested`em.
