What to buy to give the best video calls to a child?

I am currently using Jitsi using Kindle Fire 8HD to give video calls to my mother (and father) to their grandson and my mother isn't happy with the quality- she says like looking through a keyhole. My son is active, runs around and gets too close to the camera. My current computer is a Fujitsu Win 7 computer that is on its last legs. Some time we will buy a new computer with Win 10. My parents have given me 10000 Australian dollars so she said I buy something to improve the video calls. I just don't what is needed so any suggestions? I live in Japan and my parents live in Australia and they have quality issues with using Skype.
 
Even a 50 dollar webcam can make a massive difference. Other than that it's going to be down to connection between the two. Tablets have awful built in cameras.
 
My current personal computer is unstable to video communication- it might memory dump. It is the Japanese Version so it near impossible to fix.
