what is with bit and sampling deal?

i have a creative live! newest version and when i got to the device control and switch to 48khz and 96khz i can tell differance in sound but when i have it on 96 khz and switch 24 bit to 16 bit i hear no differance i thought 24 bit was way better than 16 bit plz help with this one:)
 
It all depends on your source, CD audio is 44.1khz @ 16-bit, and it will never be anything else. What are you playing? DVD audio is 24-bit i believe.
