What is this? (Motherboard compnent question)

I have a ton of these on my motherboard and they tend to get quite warm... what are they?
 
seems from that article that it is a static charge that builds up in circuits because of the proximity of them to each other and that it is unavoidable.
 
just guessing, I am far from an electrician, but I would guess that his got overpowered, resulting in heat above the burn point for that component. Assuming what we have found is the right thing, then they are responsible for stopping crosstalk between the circuits. So if one were to get far more energy, say from a power surge from the PSU, then it could theoritically fail. possibly?

Again, I am no expert, so just guessing.
