Sounds like you just typed two questions from a test and expect us to answer them. Not only will most of us not do this, but you gave us no context as to what these questions are referring to, so it's nearly impossible for us to give you an accurate answer.

I`m a student and I consider this forum is an educational source for me and who help me in smothing here it is like he is my teacher


and I`m study digital electronic, Exactly today we studied Logic gates.. and our university teacher is very not good at
Giving lectures
so looked at the Floyd`s book about logic gates and came across the "inventer" at the beginning of Chapter
and it is so bad when you read somthing and you didn`t understand it :(

If you are in my place what you will do?
 
a logic level is one of a finite number of states that a digital signal can have.

And @beers already pointed out what an inverter does.
