Is this a blackberry by any chance...or perhaps an iphone.
Had a similar problem with both devices...same error (10) i believe as well. With the blackberry, I had to catch the device while it was recognizable to the computer (window of about 10 seconds or less, before the error message would appear and the device would automatically disconnect). Once i forced the blackberry to be recognized, it had to be flashed/formatted to pull it out of this failed loop it was in. Formatted it and it was up and running.
Double check the usb's under your device manager, make sure nothing pops out at your there.
What phone are you trying to connect? Phone working fine or issues with it as well? Try uninstalling and reinstalling the phone connection software (on the computer end)...such as nokia pc suite, blackberry software, etc.
Google whatever error messages it gives you and take it from there
