Video download stalls at 1 second left

When I download a video it stalls all the time at 1 second left . It doesn't matter which media player I use. What is causing this and what can I do about it ?
 
Tried using a different browser? I would suspect an issue with the video you are downloading.
 
Even the next day when I turn on my computer the download is still going and saying that it has one second left and I can't even cancel the download even though it is already downloaded into my harddrive. What should I do ?
