Using gimp how do you delete and then add text

I heard gimp is easier to use than photoshop elements. If I have a JPEG/PDF file how do i erase some information then add some new text?

Debatable. Gimp is not the easiest to use.

Is that one question or referring to 2 different formats? Pdf is not an image format - it's more like Word.

Erasing with any image format can be done many ways:
Use eraser
Cut to paper or background colour
Paint or fill over
Paste over

Jpegs have no layers so you cannot select text and change it.
To add text you use the Text Tool.

PDF documents are not always editable. The author can put security in the original to prevent changes. Even if you can open, you really need Adobe Acrobat (not Adobe Reader) or other PDF editor to do any significant editing. There are utilities (mostly payware) that can convert PDFs to Word documents.

You could also make a screenshot and edit. Going that route it is best to have the screenshot in bmp or png format, make the edit and save. If you intend to save for later changes it would be better to do it in a layer format such as .psd. Any edits can be changed later. To distribute save as jpeg copies.
 
You can also delete the layer that the text was on.
GIMP is not hard to use, it just takes time getting used to. I have PS and AI, but I still prefer GIMP above everything.
