Upgrade existing, New build or Buy?

My 8 year old system seems to be getting a bit tired and I'm deciding what path to take to improve its performance. Mainly used for watching vids, net, some gaming etc I don't think I need to get any high end gear so I'm thinking going for slightly better than average general purpose machine and not sure whether I to make some software/hardware modifications on the current machine, or build new to my needs or just buy something off the shelf.

Current system
Packard Bell iMedia X821
Motherboard: Intel Model D845GVAD2, i845G Chipset with onboard graphics
CPU: Intel Pentium4, 2.5GHz
1Gb Kingston DDR RAM (PC3200 200MHz)
Windows XP Home with SP3

What considerations should I make to decide between my options of upgrading software/hardware, buying or building?

Will I get much improvement by adding extra 1Gb RAM, adding PCI graphics card, upgrading windows, formatting system and starting again to clear the junk thats probably slowing things down or anything else? And are any of these options cost effective compared to buy/build option?
 
well how much are you willing to spend, for like 500 you can build a great comp that has a decent bit of gamer in it, not maxing anything recent but it will still play anything out with moderate settings.

Around $500 was what I'm hoping for. Willing to spend a couple hundred more if necessary.

What specs/products/brands should I be researching for my intended use?

you will get many more replies if you open a thread in the desktop section at the vey top, and i will start looking around, but what is your max and your comfortable budgets so i can try to find you the best you can get, but i will be finding a build for you, is much more power/price and will be much higher quality too.
