Troubleshooting my USB Ports.....what options do I have left?

Now...try to solve this one guys:

I have an Acer Aspire 7741z(laptop) Duo Processor(2.1) with 8GB of Ram and Windows 7. I brought it 5 years ago and it's still works great....except the USB ports.

About 2 months I was on my laptop doing school work and all of a sudden my mouse stopped working. The light was still ON(on the mouse) but it stopped working. Unplugged it and plugged it back into the USB ports(2 side-by-side)....nothing(but the mouse light).
The mouse DOES WORK on other computers.
BTW the USB ports have a board of there own. The other USB port attached to the motherboard is broken.

SO over the last 2 months these are the STEPS I have done INDIVIDUALLY and COMBINED:
(I'll start from easy to hard)

- Unplugged mouse from USB Ports, Put back in....No Change!

- Uninstalled ALL USB components from USB Controllers(USB Hub, Chipset Host Controller, and USB Root Hub) without deleting the software driver from device...Restarted Laptop...Driver Reinstalled....No Change.

- Plugged in my cell phone(software from phone already on laptop from prior use)....Didn't detect phone..it only charges. Plugged ANOTHER Mouse in...didn't detect mouse.

- Uninstalled ALL USB components again..then Downloaded the Latest Chipset Host Controller from The Acer website, Installed chipset...Restarted...All Drivers Installed....No Change.

- Unplugged Laptop, took battery out of Laptop, and held down power button for 1 minute(actually 3 minutes..wanted to make sure)......Turn Laptop on....No Change.

- Went into Power Management(advanced settings) and into ALL Power Plans(Balanced, High Performance, Power Saver, etc), and changed "USB Selective suspend setting" to Disable.......Restarted....No Change.

- Also went into RegEdit and made sure "usb selective suspend setting" was changed to "1"....Restarted...No Change.

- Did Windows Update TWICE 2 weeks ago and 5 weeks ago....Restarted....No Change.

- Has to be a Hardware issue right? So brought a USB Board....Installed it...Checked EVERYTHING(ribbons, cables, plugs 4 times over for damage!...Put together everything together(making sure everything is where it belongs)...Plugged mouse in....No Change(just the mouse light)......Plugged Phone in....No Change(just charges).


Anyone have anymore options? I'm running out of idea on how to get this fixed.

OH...By The way.....My USB Board also has a SD Card Reader on it, and it works perfectly, yet the USB ports doesn't work, and the only way the USB board is accessing the MAIN Motherboard is through a ribbon cable. SO it's not the Ribbon cable if the Motherboard is getting data from the SD Card Reader.
 
This USB board... Can you link us to what you actually have? How does it connect to laptop? Most likely you have a shorted out usb port causing issues with all other usb ports.

The USB Board is in the 1st pic.
The 2nd pic is where the ribbon connects to the motherboard.

If the integrated usb ports on the laptop don't work and this usb board don't work then you can assume there is something wrong with the circuitry for the usb. Whether there is a short in one of the existing usb ports or its just bad.
 
You can try measuring the two outside pins on the broken ports if you have a multimeter. You should read 5 volts. If any pins are touching on the broken port, separate them. I agree, most likely circuity, the only fix may be a new motherboard, but that's quite an expensive fix.
