The Win 16 Subsystem has insufficient resources to continue running?

I am trying to open a financial calculator and I get this error message. I don't have anything else open. I have windows xp with 4 gb (3.12) of memory. How could this be? Please help. Thank you. Frank
 
Did this program ever work correctly? Most likely cause of this is windows update changing a version number of a file needed to run this program. If you google that error message you will get lots of hits with different things to try.
 
The program works fine upon first startup or reboot after error message but after opening a few application and using my computer for about a hals day, that is when I get the pop up error message. Thank you.
 
Do you remember the last time it worked? If so, do a system restore back to that day.
