terminating cat5 cable

im running to new cables in the house.

1st..can i twist the wires together.

2nd..do they make a cheap tool to install a cat5 connector. all ive seen are expensive. its a one time only.

No, you just can't twist the wires together, You will get interference. You are only allowed 1/2" of untwisted to put into the connector itself. How far do you have to go? If its a long distance, longer than the longest cable you can buy, then you would be best to buy a box of cable and put end connectors on it yourself. It's not hard to do as long as you have the Cat5 crimper tool, usually about 25 bucks.
