Strange behavior from Windows 11 - a few things

I'm helping a friend who has a Win11 Pro refurbished PC that already had a local account on it, and I'm not sure if these issues are by design, or something is wrong.

  1. Why are text files allowing changes even when set to read only? I like to set password files to read only to keep them from being changed. This is not the case with windows 11 word pad. It seems to be auto saving. It almost seems like word pad and note pad are one and the same now?
  2. Why are are his desktop icons missing when I click on the desktop icon located in the C\Username\Desktop? I should be seeing the same icons as on the desktop. At least this is how windows 7 and 10 worked. We're only seeing some of the icons that are actually on the desktop. They show up on the desktop fine, but just not from the users/desktop location. I can understand why people new to computers are confused.
  3. Note pad keeps saying, it can't find the system path when you close a tab. I don't care for the tabs either.

A bit late to the cause:

WordPad is now a depreciated app and is no longer part of Windows 11 from 24H2. It should have been removed from an update.

If a file is read-only, you can still make changes, but they will not be saved to the current file. Instead, the app will prompt you to save the file with a different name. If the file is autosaving, it will be in a temporary file.

The typical reason for missing the icons in the Desktop folder you described is that OneDrive is enabled and syncing the Desktop folder, along with the Documents and Picture folders.

For the error, are these files that you have on your computer, and if so, where are they located?
