Static sound, possibly causes music to skip

I haven't really had a problem with this until after I moved, when I had to set up (plug in) my computer again. Even with no windows open, there is a faint, static, scratchy kind of sound. This wouldn't be so bad, but I'm wondering if it's affecting my music players. Any kind of player I use, any kind of song, when it plays music, it will skip pretty frequently. Anyone care to clue me in? If you need more info, just ask... I'm not sure what you need to know.
 
Make sure all yout wires are plugged in all the way. Also check to make sure your mic is not on..
 
Well... on your sound jacks, there probably is a "line-in" jack, along with microphone and output jacks. Usually the line-in jack is colored blue...

Yeah, I checked, and it's plugged in the right spot. But it not only happens with my speakers; it happens when I have headphones plugged in as well.
