Speakers Hissing

I noticed recently that when no music is playing and I turn up the volume, my speakers have a hissing sound and sometimes sounds like wind is going through them. I don't think they are blown or anything because they sound fine when music is playing and also for the fact that they are NEVER turned up over 3/4 of the volume. Any Ideas?

I get this too on my Philips MC-110 Micro System stereo system's speakers.
