Speaker problems - sounds from the subwoofer

Right, when buying my computer I bought a some cheap 5.1 speaker. I didnt need some xpensive branded ones as I'm not an audiophile.

However, I have a strange problem with them, ever since I bought them. I hear sounds from the subwoofer, and it's not sounds that the computer is playing. Even the volume is tuned all the way down I can hear sounds from it, music, news, etc, like it's picking up a radio signal from somewhere. . It doesnt happen all the time they are turned on, but probably a 1/3 of the time they're turned on. Sometimes it's quite so you can barely hear it, sometimes it's loud as someone normally speaking beside you for example, and you can hear it when listening to music or playing any kind of sound from the PC.

I have a TV tuner card with fm radio and a radio antenna plugged into it, could that have something to do with it?

It's become EXTREMELY annoying. Anyone know what it could be, and more importantly, how to stop it?
 
im not 100% sure what is causing it-maybe magnetic sheilding?

i would also like to know the answer for a friend of mine who is having the same problem....
 
Thing is, it would be in my way on the floor and the volume controls are on it, so it's more practical to keep it on the desk
