I have windows 7 running on my dell desktop and I have a couple small programs that I have to keep running none stop but at the same time I want to try to cut down on my electric bill. Now as I recall you cant run programs while in sleep mode or hibernation mode. Can someone make a suggestion?

It's not possible.
When you place a computer into standby mode (sleep), what happens is that power to most components will no longer be supplied. Notable exception is the RAM which stores all the applications currently running.
Hibernation mode will actually save the information stored in RAM to the hdd. This will allow all power to be cut from the computer.
