Slow Connections on the Network

Our house has a 7mBps line and we split this line between 4 people and was wondering if there was anyway we could split it up for equal shares of the line for software or hardware...thanks
 
If someone is hoggin all the bandwidth by downloading, and everything else is slow... Then turn off the downloading. You can prevent certain programs from accessing the internet at certain times and days of the week.
You do this in the router configuration. Does that answer your question?
