Setting up a LAN connection...I'm useless

Ok I'm trying to set up a LAN connection for a new house-mate, I have never done this before and I just can't seem to crack it. I've kinda seen it done once before but now it looks like I don't really know what to do. I've been at it for the last 90mins. My knowledge of computers is limited so please keep it basic!

Oh yeah..the computer is in French..makes it all the more easy
 
ok,basically I've gone into Network Connections and I've just tried to insert the information for my laptop(IP address etc) into the properties of the Local Area Connection...it was just a chance that it would work but it didn't. Is there any chance you could walk me through it step by step?
