Server and Internet Connection

I am wanting to hook up a server for hosting a few small sites and all my little kid's pictures. My brother is giving me an older rack mount dual p3 1.5 yada yada to use for free. The problem I have is my isp says now web servers allowed--they want you to buy a business internet package I assume. I have noticed before when I download large files for a long time, my internet connection stops and I have to unplug the modem and router to get it going again. I had that problem when I had cable as well as dsl. If I have small web sites, I assume there isn't too much bandwidth used and I would be just fine. Any thoughts?1
 
to be on the safe side i owuld get a business connection, if it's against you ISP's t's&c's, there probably won't be much of a price difference, and if it is more expensive you may get more features, such as extra support, so it could be worth it
