Remote shutdown

Alright, I have two PCs on my network mshome, both with XP home SP 2 and I am trying to use remote shutdown on the other PC. So I type "Shutdown -m remotepc -s -t 30" and I get a "Network path was not found" But I can use net send to the same place. Any suggestions? I have searched all over and I cannot figure out what is going wrong. I cant use the GUI because I browse for computers and it tells me that "The directory service is currently unavailable" So can someone please help me and dont get too technical I suck at this stuff.
 
Well, is there a way without a third party program? I like the CMD prompt and everything if I can figure out whats going on so I can fix it.
