You are going to wipe out your current internet configuration when going to reinstall Windows. You have to reconfigure that like you would have to reinstall all programs, games, and other things. The internet connection wizard for IE or whatever browser you are planning to use is the tool for configuring your connection. The account information like user name and password is provided by the ISP. For their devices you refer to their instructions for the most part.

after you've installed all the drivers (specifically the network card), go to the control panel, select Network Connections, select Create a new connection or set up a small office or home network. Follow the directions for the wizard.
If installing the drivers creates a connection for you, and you have the router set up to automatically assign DHCP, It should be assigned an IP and and DNS automatically, allowing you to connect to the Internet without doing anything. The default setting in the network properties is to automatically obtain an IP and DNS.
If you already have an internet account, you shouldn't need to do anything with your ISP.
