Question regarding changing IP addresses on cable connection number 2

So I learned that alot of people have a dynamic connection (it changes every time they log onto the internet) which means they basically can't get banned from forums.

Anyhoo, i banned someone from another forum on another website, and all they did was log on/off to be able to view the website again. Though when they created a new account and posted, they were immediately banned yet again.

Later im told that their 'subnet' always stays the same and thats how i identified the poster. Is there any way that they could change this subnet?

Subnet is given through isp, I dont think it can be changed or shown other than what it is... But i could be wrong
 
No, you're right. The subnet mask is how the ISPs assign individual IP addresses. However, if someone in the same area as that individual signed up with the same sub net, you would be banning that person
