Question about sound splitting, any help appreciated

Hey there everyone, am hoping for a little advise on how to or if its even possible to get my hands on a program that will resolve the following problem.

I have a duel monitor set up display wise no problems there, however am hoping there is a way to split the sound so that I can have to applications running, say for example 2 different video files one on each monitor, then have a way to split the sound for each application so one comes out of the normal speakers connected onboard the other playing through a set of head phones connected to the standard headphone outputs (jack port) on the case.

Ideally would like to know if there is a program that can control sound individually by application and select a device to run it through be headphones or speakers, or to maybe run both devices simultaneously and allow me to mute one application specifically for each given device. The end result been simply watch and listen to one application on one monitor with the speaker, and watch and listen to another on the other monitor with the headphones.

So what you want to do is have the sound for different programs to go to different ports?
What OS are you using? That will make a difference likely.
 
I kid I kid. When i got my second monitor I looked into this and it seems with windows 7 it isn't possible unless the programs themselves can change audio eg skype. May well be possible to write your own code for such a thing but I've got no idea how.
