since I got my new PSU every time I shut down my PC (from "Shut-Down") it immediately restarts and turns back on, I noticed that the 20-pin cable on the PSU that you connect to the mobo was missing one pin, my old one had all 20 pins, do you think that could be the problem? I asked the store tech and he said it has to do with bios settings, (I connected my old PSU and the PC shut down normally without restarting). Do I need to adjust some bios settings for it to shut down properly?

Your manual for the board will explain how to change settings in the bios to the user defined setting. This will allow all power management to be controled through the power options found in the control panel. The second advanced tab there is where to set what action is taken by the system when the power and sleep buttons are pressed. It should set to shutdown on the power button with the option to either have the system hibernate or do nothing when the sleep button is pressed. The first option is to see if the new supply is actually correct for your current board.
