PSU

I have a problem with a computer or I have just built when you first turn it on it works perfectly. But when you turn it off using the power button and then try to turn it back on the only thing that happens is that the blue fan flashes and it won’t turn back on the until you turn off the PSU. Even this doesn’t work sometimes. I was wondering whether the PSU [ it's 400 W.] is underpowered. Is this the kind of thing that happens when the PSU isn’t powerful enough? There’s also the problem that when you plug in another fan it doesn’t’t boot up. In the end I can get it to work but it is frustrating.

There's an edit button...please use it next time...

Anyway, my suggestions would be try another power supply, perhaps a different brand. One build I did recently, the machine would boot perfectly and ran fine. But when I shut it down and tried to reboot later, I only got a single(out of 6) lights to come on the inside... I could be wrong, but I beleive it was a simple PSU incompatability...
