Possible to move programs from Win10 to Win11 w/o reinstalling?

The title pretty much says it - is it possible to migrate some or all programs from a Windows 10 system to a Windows 11 system without having to reinstall them?

If a program like Revo uninstaller can find all traces of a program and uninstall it, seems it should be possible for a program to take all those components and put them where they need to be.

You can copy pasta but it's up to the app on how it behaves. A lot of them have registry or other file dependencies that may not exist on the target system. Some of them function fine, some of them refuse to function at all.
