out of range 75.0 khz 60hz (monitor)

Hello, my monitor died. So I grabbed my spare and plugged it in. But it doesn't display an image past BIOS or boot menu. As I start windows, it goes blank. With a message (out of range 75.0 khz 60hz).

Google search tells me to start windows in safe mode and change display settings.
But as I try, I get the same error message - the monitor won't display an image in safe mode.

Is there a way around this mess?
 
What version of Windows are you running? If it's Windows 7 or before that (Vista/XP), press F8 before the boot screen (like you're going to go into Safe Mode) but instead of choosing Safe Mode, choose Enable VGA Mode.

OK all sobered up. Yes, windows 7.

Is this the menu that I should be in? I don't see an option for ENABLE VGA MODE.

No, that's the Windows Error Recovery page. You need to press F8 before the boot logo. Just restart and continuously press F8 until you see a screen similar to that.
