I was wondering, for someone with the DVD version of windows, at what time should I insert the DVD, while i'm inside the BIOS?

You can have the dvd inserted before the computer posts (very first screen you see) then go to your boot menu (usually F9 or F11) and select the dvd (newer windows 8 pc need to have legacy turned on in the bios)
alternatively you can go straight to the bios and make boot to cd the first option then restart with the disk inserted.
But as far as when to insert the disk you want to do that as soon as the drive get power

Sometimes you can race to see if you can mash the eject button a few times after hitting the power button. Usually if you can get the tray to start coming back in by the time the system begins accessing the drive then it will wait for it to boot off of that disk.
It's easiest to hang the BIOS at a boot menu and simply select the device once you've loaded the disk.
